When to format (and when not)
Format if the system is badly worn (years of programs, chained errors, persistent malware) and you've already tried cleanup and antivirus. DON'T format for one specific, localized problem (a driver, one program): that's overkill.
Backup first
Before anything, save: Documents, Pictures, Desktop and Downloads to an external drive; browser passwords (check they sync); licenses and keys of paid programs; and drivers if your machine is unusual (manufacturer site). No verified backup (open a couple of backup files) means no starting.
Easy option: reset this PC
Go to Settings → System → Recovery → Reset this PC. Choose "Keep my files" for a gentle reinstall (keeps personal files, removes programs) or "Remove everything" to start from zero. Takes 30-60 min and needs no USB. Enough for 80% of cases.
Full option: clean install
For a pristine system: download Microsoft's media creation tool on another PC, make an 8 GB USB, boot from it (F12/F8/Esc depending on brand), delete the system disk partitions and install. Then: full Windows Update, manufacturer drivers and your programs one by one (use the chance to skip reinstalling junk).
When to call a technician
If the USB won't boot, if the disk doesn't appear in the installer, if there's data to rescue before wiping, or if you just don't want to gamble the backup: we do it with you remotely or leave it pristine with everything safe in the free diagnosis.

Do I lose my Windows license when formatting?
No: since Windows 10 it's tied to the board. Reinstalling the same edition activates automatically.

Reset: 30-60 min. Clean with everything reinstalled: 2-3 hours.
What about my photos if the PC won't boot?
Don't format blind: data rescue is attempted first. Ask for help before deleting anything.
